Civic issues
Topics getting the most attention in Lake Dallas public meetings, ranked by how frequently they come up.
CDC August financials and debt outlook
The CDC's year-to-date revenues are running behind budget while spending is ahead, and the board was set to hear about current and future debt. How the CDC manages debt affects what it can fund for parks, grants, and downtown projects.
Project Swan economic development prospect
The board discussed in private a business prospect called Project Swan at 109 and 111 S. Lake Dallas Drive, possibly involving city incentives. Details remain confidential under Texas open meetings law.
Grant Opportunity for Road and Drainage Projects
The city learned of a new grant, up to $10 million per project, that could fund a road project and a drainage project — but the application window closes November 17-18, so staff and McAdams are rushing to submit.
SPAN Senior Transportation and Meal Services
The city's $26,000 SPAN agreement now puts $9,654 into meal deliveries for 7-10 residents a month and $16,348 into rides, with medical trips unlimited but non-medical trips capped at two round trips a week. Council members want proactive outreach so residents understand the change and the true cost per trip (~$23.95 one-way).
Open Meetings Act and walking quorum compliance
New commissioners were warned that three or more members discussing agenda items together — even inadvertently through chained conversations or reply-all emails — can create an illegal walking quorum.
Comprehensive plan update timing
The 2018 comprehensive plan (looking toward 2030) is outdated — its emphasis on a DCTA train stop has shifted toward walkability and parks. Council will likely be asked to start a review in the next couple of years.
Code of Ethics review
The council wants to update the ethics ordinance, including remedies for violations and whether a member can be excluded from executive session. Sample ordinances from other cities will come back for a future meeting.
Councilmember Place 5 vacancy
Randy Evans resigned, leaving the seat empty through May. The council will take applications through early November and appoint someone at the November 17 meeting rather than call a special election.
